Yes. In Classic, a card taken from the discard pile must be placed into your layout.

The visible discard offers certainty in exchange for commitment. Replace one card and discard the removed card.
The discard shows a 3 and you take it. You now have to put it somewhere in your grid, even if the only card you are prepared to cover is a 4 and the gain is a single point. If you wanted the option of walking away, the draw pile was the move.
You cannot pick up the discard, change your mind and draw from the face-down pile.
