Can you throw away a card drawn from the pile?
Yes, but you must then reveal one face-down card in your layout.

Place the unwanted drawn card on the discard pile. Choose one hidden position and turn that card face up without moving it.
You draw a 12. You put it face up on the discard pile and then turn over one of your own face-down cards, whatever it is. The 12 is now sitting there for the next player, who will almost certainly leave it.
Rejecting a blind draw is not a pass. Your layout must advance by one reveal.
