Can you play Skyjo with missing cards?
You can physically continue with a small number missing, but the official deck distribution and strategy probabilities will be altered.
Answer in context
Count the deck, record missing values and decide as a group whether the game remains acceptable. Replace a heavily incomplete deck rather than pretending it is unchanged.
A deck missing both -2s still plays. What changes is the maths underneath it: the best card in the game is now -1, blind draws average slightly higher, and any advice on this site about what a draw is likely to be worth is a little off.
Do not use the photo coach or probability tool with an altered deck unless it supports custom counts.
This answer is for Classic Skyjo unless stated otherwise. Action and Junior may use different mechanics, and Voyage follows the original Classic gameplay.
