Yes. The top discard may replace either a face-up or face-down card.
Do three matching cards in a horizontal row disappear?
No in Classic and Voyage. Classic removes matching cards only in a complete vertical column.

Scoring without slowing the game down
Start with player names, then enter each round whichever way is quickest.
Quick total takes one number per player. Tap your cards turns the screen into a till: tap -2 through 12 and the running total updates as you go, so you can undo the last card, clear the hand, or confirm it and move on to the next player. Doubling is applied for you, including the cases the rulebook leaves people arguing about.
There is no account. The game in progress and the history of finished games stay on the device, and nothing is uploaded.

Settling it while everyone is still at the table
Ask in ordinary language. Can I replace a face-down card? Does a horizontal row count? Who gets the final turn? When does a score double?
Where there is a reliable answer, it appears above the search results and links through to the full explanation, with the rulebook it came from.
