Does the ending player double on a tied lowest score?
Yes, when the tied score is positive. The ending player must be the single lowest to avoid doubling.
Answer in context
If the ender and another player both score 6, the ender records 12 and the other player records 6.
You end the round on 6. Somebody else also finishes on 6. You are tied for lowest, which is not the same as being lowest, so your 6 is recorded as 12 and theirs stays at 6. Ending a round is only worth it if you are clear of everybody.
A tie is not treated as an outright lowest score for this penalty.
