Do you reshuffle the discard pile?
Yes, when the draw pile is exhausted. Keep the top discard visible and shuffle the rest into a new draw pile.

Complete the current turn first, preserve the live top discard and rebuild the face-down pile.
The draw pile runs out mid-round. Leave the top discard face up where it is, gather everything underneath it, shuffle, and put it back as the new draw pile. The visible card stays visible, because somebody may have been planning around it.
Do not shuffle the visible top discard into the deck.
This answer is for Classic Skyjo unless stated otherwise. Action and Junior may use different mechanics, and Voyage follows the original Classic gameplay.
